It's hard to say how anyone else's facial hair grows but usually there a difference as different parts of the face curve differently. In other words the general direction may be up and down but as the face curves then there will be a shift in the hair direction as well.
For me the hair on the cheeks, more or less, goes up and down. This continues on the upper half of the neck but it has a slight angle to the right and below that a slight angle to the left. I find it easier to shave from top to bottom on the upper part of the neck and from bottom to top on the lower part of the neck.
The hair above the upper lip angles left and right just like most mustaches grow. Part of the chin seems to grow straight out and on each side it angles out to more of a sideways direction.
