Open comb razors are commonly held to be more aggressive than safety bar razors for the same blade angle/exposure. I would qualify that by saying that they are more efficient, the reason being the effect that the teeth have upon lather compared to a safety bar.
A safety bar used at the right angle will allow a good amount of lather to pass over the bar and reach the blade, where it tends to collect, and offers a high level of cushioning. An open comb razor, on the other hand, allows some of the lather to pass between the teeth where it goes underneath the bottom plate. As such, it collects less lather and tends to cushion less, which offers a closer shave at the expense of increased risk of irritation.
If this is correct, it could explain why some people find that they need to rinse their open comb razors far less when shaving compared to a safety bar razor. It could also be a factor in choosing which soap to use with each type of razor.
