After much frustration (and I mean a lot) I've finally managed to get very pleasing and shave worthy edges on both of my primary razors. I did some basic circle and X work on my Norton 8k (which it's been suggested that it's a 5k JIS equivalent) and repeated this on the snow white flake 8k wrapping it up with some ultra feather light finishing passes. I purposely did NOT go to a "finishing hone. Remember I wanted to see what the S.W. could do without going to a 12k, sprays, or pastes.
Here are some final thoughts:
1. Keeping the pressure way down and keeping the number of final strokes down to 10 helped.
2. I found I was probably pulling my strop a bit too tight prior to this refresh session. Loosening the tension a touch made for better stropping. More than likely I had been undoing decent honing with poor stropping.
In conclusion being successful at creating a very nice edge turned out to be dependent on a "less is more" approach and the 8k Snow White Flake is a more than capable finisher.
