That's not necessarily a problem. A lot of guys here spend a ton of time on high grit sandpaper trying to get their arks to have the draw of a piece of glass.
That said, cleaning a clogged ark is a good thing.
Is there a lot of caked on swarf and dried up oil? If so, a soak in Simple Green works decently.
Scrubbing it with detergent, hot water, and a stiff bristled brush could help.
If it's clean and you just want it to cut a bit more aggressively, then you could just hit it with some moderately coarse wet/dry sandpaper. I'd say 400 grit should be plenty coarse. Expect to burn through a sheet or two quite quickly though. Also, this is a temporary fix, as if the stone is simply polished, and not clogged; then with use it will naturally revert back to the polish. This is often called "breaking in", and is generally considered desirable around here. There are guys who spend hours rubbing trash steel on hard arks to polish the surface up to equal some vintage stones that can be found with a lifetime of being polished against working steel behind them.
Always a good idea to give the stone a good scrub, wash and finally a soak in your preferred honing oil after you finish with these procedures.
