Toilet water/Splash, Aftershave, Cologne, Eu du Toilet are terms of scent longevity; or supposed to be. Alcohol is the near universal ingredient ( Witch Hazel is used for aftershaves) to suspend and preserve the essential oils, natural compounds that make up the scent.
The role of aftershave, at least previous to all these preshave and post shave balms, emolients et al was to cleanse and sterilise razorburn
with a short lived pleasurable scent. You will see film of men splashing or slapping it on GENEROUSLY over the freshly shaven face. Colognes and EDTs are for scent alone, much like a woman's perfume. They are stronger with a longer presence. All this is subject to what the individual makers want to call thier product. Some AS can linger as long as cologne and some colognes seem to fade as fast as a AS.
You will notice many perfume lines have a scent in both strengths with corresponding cost. You can use a cologne for AS, but as a rule it would be VERY expensive.
