Because when you shave, you move the blade over your face and the safety bar or comb stops the blade from being over exposed.
With a more aggressive razor, the amount of over exposure is greater, therefore you are more likely to cut yourself.
If you think of a Cartridge head on say, a Mach 3, the blades are sunk in behind a plastic surround, which stops the blades being too exposed. With DE razors, the safety bar or open comb has the same function as the plastic surround.
As your face is not a smooth surface, the amount of contact between skin and blade is constantly varying, and the amount of pressure applied adds to this too. The very term 'Safety Bar' explains itself really.
And then we look at for example the Merkur Futur adjustable. Which changes the angle that the blade touches the face. The more bend on the blade, the more aggressive the shave as when a blade is flat against the skin, it is less sharp than one placed on the skin at an angle.
