Diagnose my Lather Issue

Hello B&B lather experts!

I finally received my DE shaving set and have now done two successful WTG, XTG (both directions), and on my neck ATG shaves without razor burn or nicks but I am having an awful time with my lather (not unexpected I suppose, it does seem to be the most reported difficult skill). But I have watched the geofatboy and Mantic59 videos multiple times and read nearly every tutorial on the ShaveWiki and can't seem to figure out what could be causing the problem.

I am using TOBS avocado cream. I soak my WhippedDog badger hair brush in warm to hot water for 5 minutes. Pull it out and give it a half squeeze (enough that it isn't dripping still but not enough to drain it all). Then I load the brush by swirling it in the cream tub for 20 seconds. I then proceed to form the lather in a re-purposed cereal bowl monitoring its development over the course of a minute to 90 seconds. As shown in the pictures below I have been able to form successful peaks that support their own weight and resist collapsing when I blow air slightly at them. And the density looks kind of like meringue pie cream topping. I apply it to my face (which is damp with water but not dripping) in a figure eight fashion and then use a circular motion in spots that seem lightly coated. Then I take a hot wash cloth and let it sit on my face with the cream for 2-3 minutes (pre shave method described by kyle i believe). Then I rinse off and with damp face reapply another layer of cream and start to shave. After finishing maybe half my face above the neck I move to the other side and my motion feels less smooth and almost like the skin is tackier now. I get through it and move to my neck. But as I shave WTG I notice dried flecks of cream flaking off my skin as I pass nearby. I look at the cream on the razor and it looks super dry too. Yet the cream in the bowl, on my brush all are wet and fine. After barely 90 seconds of the cream being on my face it seems to dry and flake off and form a tacky resistance on my face.

There were too many photos so I selected a few but the rest can be viewed at:

DE Shaving

This was after doing just a couple passes on the neck in my first WTG shave pass. You can see the mixed dry flakes just waiting to fly off to float in the air.

Status of Brush and Bowl Cream after second pass. Still looked ok? But still had same issue on face.
