Maggards v. Razorock v. Other Under $20 razor

What is the best cheap razor around $20? I'm setting up a friend with a starter kit, and looking at the Maggards MR11 with V3 closed comb head. I've seen much written about the Razorock Jaws - but I do not think that it would be appropriate for a beginner.

Also - Do you think Haslinger would be a good first soap, or not appreciated so I should start with something more straight forward like Cella?
