Using tallow based soap to condition leather strop.

Due to my recent picking back up of my straight razor, I began to grow concerned about the strop. I ordered a poor mans strop kit from Whipped Dog, and it came with a packet of neatsfoot oil, which I applied a couple times. I put the whole thing away for about a year after a war crime of a shave with the straight left me battered and bleeding. I took the strop out when I decided to give the straight another chance. The strop is still very stiff, but appears to have not suffered too much from the abandonment. I cannot find the oil, however, and decided to look up alternate methods of conditioning the leather. I came across a couple of articles that mentioned you can use the lather from tallow-based soaps to good effect. I have a couple of questions, though.

1. How should I prepare the lather? Thick, thin or the same as I'd do for a shave?

2. How thickly should I apply it? Really slather it on, or just a thin layer?
